Preheat the oven to 160°C.
Place lamb shanks and onions in a large casserole dish.
Combine Oxtail Soup Mix, vinegar, water, cinnamon, cardamom, saffron, tomatoes and brown sugar. Pour liquid over lamb shanks.
Cover and cook for at least 2 hours, stir after 60 minutes. Serve with seasonal vegies and mash.
